In Victoria getting a certificate of roadworthiness is mandatory before you can sell a vehicle. If you are selling a vehicle, you must provide a current roadworthy certificate to the buyer, unless the buyer is your spouse or a licensed motor vehicle trader. Sometimes a roadworthiness certificate is also needed to clear a vehicle defect notice.

You can buy or sell a vehicle without a roadworthy certificate, provided it is un-registered. However, before that vehicle can be re-registered the buyer will then need an RWC and this could impact the willingness of the potential buyer to proceed with the purchase.
